The article repeats the claim that 71% of beltline TAD money went to housing, but the way I read the claim from Atlantans for Safety is 71% of money *not spent on beltline construction* which is a much smaller number.

It’s written ambiguously though so hard to say with certainty.
APS is currently planning on shutting schools to meet budget shortfalls. They need the money that the expiring TADs will bring.

You can't support kids in struggling neighborhoods by closing their local schools and funneling money to developers.
Andre Dickens has already said that property taxes will have to rise in the coming years. Now you are looking to divert money away from the general fund for investment in specific districts rather than go through the normal budget process.

TADs may not raise taxes, but the result is the same.

It clearly spells this constitutional violation out right there in the establishment clause.

I don’t know which argument is worse: “APS tax revenue still grew despite the TADs” or “We could be getting this money from other sources but aren’t for Reasons.”

Facts:
Extending the TADs will increase taxes to make up for the diversion of revenue.
TADs are unaccountable slush funds.
