I have no idea what you're doing! Each page has a page break and a new page has a new header. Years ago I downloaded the free Smashwords formatting guide by Mark Croker. I made myself a template by following that. Never had an issue with headers or footers, or editing.

I've formatted nearly 100 paperbacks in Word. It's great. I have a template that worked out a long time ago. I copy and paste my MS in to before I tidy it up. The only issue is for uploading to KDP it has to be saved as a PDF. Other platforms take a word file and create Epubs.
