When public discontent goes up, the most efficient way to exploit it is with a blurry photograph of a time the public can remember or at least heard about. You show it to them and whisper "Again?" and let them fill in the gaps.
Trump and Putin are handy reference examples of a broader set of leaders, mostly but not exclusively very old, that millions of people "trust" because they dropped anchor back in the 1980s and lots of people liked their lives more back then. Democrats to this too but with the '60s or '90s-'00s.
