Churchill was not clearly against fascist Italy in the lead up to WWII. He did not want Britain to break with fascist Italy over its invasion of Ethiopia.

57 years ago, October 14 1968, 27 prisoners at the Presidio stockade in San Francisco took part in a sit-down demonstration to voice grievances about the horrific conditions at the military prison. The Presidio mutiny resulted in one the longest courts-martial in U.S. history

The Nazis didn't temporarily imprison Bandera and Stetsko because they weren't fascists. They were fascists, which is why they publicly declared they would work with the Nazis and Hitler. The Nazis just initially disagreed with exactly how the Ukrainian fascists were doing their fascism.
