And this is the real issue.

It’s always been about power and control. The WRU have run the game into the ground and frequently blamed others.

A model of greater independent financial stability for the pro game would be perceived as a threat, it’s why benefactors were initially chased out

Short answer - because joining the english system would take away a lot of the WRU's control. Control that they quite clearly want to increase, not reduce. The WRU's "optimal solution" involves them controlling pretty much everything related to playing matters...

England rugby fan here living in Wales, the added “edge” of an English/Welsh league can only benefit both nations, really disappointing that it was the one thing ruled out when supposedly “everything is on the table”. I would go to more matches in an Anglo-Welsh league
