As you've noted:

it's not just the low approval, but the high disapproval numbers. People are not on the fence, they disapprove. And strongly.

The approval numbers are just, "which team are you on?" And the "strongly approve" numbers are pathetically low. If that's not sour, I don't know what is.

The post-political-career lobbying pipeline enforces compliance. I'd track that back to Tom DeLay, at least, who famously demanded Republicans get special treatment in lobbying jobs.
