Yes, outside the crease, screen to your heart's content.
Basically interference is anything that prevents the goalie from doing his job in his crease. So contact, obviously, but also screening. And even contract initiated by the goalie.
If I had to guess I'd say they told him "it's close, might get overturned but our odds aren't great" and he made the final call.
(I also wonder if Berube was thinking "I told my players they'd better defend their goalie, even if they risk a penalty, so maybe I have to do it too.)
Those aren't as consistent as the pure crease/no-crease ones, so in theory the question is whether your odds of getting the goal waved off are better than your odds of killing a delay-of-game. Did this challenge have, say, a 25% of succeeding? Probably not, but it was higher than zero.
Not surprised the Leafs' challenge didn't work, but don't think it was a terrible decision.

Lack of contact isn't the issue -- you can interfere just by screening the goalie -- but I'm assuming the question of whether he was pushed into the crease was the problem.
