The report shows this was a government-wide, systemic refusal to process FOIP requests. It's a damning indictment of the UCP's extreme culture of secrecy. And the UCP is further reducing FOIP access, which is yet another red flag re: growing authoritarianism.

I wonder if this is going to be the "funding follows the patient" model that she's talked about many times over the years.

ie: Hospitals get paid/"funded" when they see a patient.

Also, this funding model would open the door to private acute care centres.
