Yes it is. I’ve had a few of those lately. They are spammed to a bunch of authors on AO3 and most likely scammers. It’s against AO3 rules to solicit so you can report them. Here’s info on this type of scam and how to report:

Reminds me of Rey/Kylo. I have no idea how similar/dissimilar the book will be, but it sounds intriguing.
