Thinking it through more -- and being a civil rights lawyers who's sued officials up to Scotus -- IMPORTANT IN SUIT to emphasize --that this is NOT legislative action (totally immune) but a ministerial act (no immunity). Sue Sue Sue. Seek injunction.

This is not a legislative act but a ministerial one he is refusing to do -- go to fed court immediately, on behalf of elected official, maybe her district, maybe state of Arizona and seek injunctive relief that he be required to do his ministerial duty.
