I'm pretty proud of the background in the last panel. I spent more than a day on this background.

If you're paying attention, you may notice I just completely faked the perspective on the buildings as it doesn't quite match up with the street's perspective.

The only similarity is they're both white. The only real sign of age is the bags under his eyes, which was more of a characteristic of Jimmy Carter than Ronnie.

Caricatures of Reagan at the time (both flattering and unflattering) had him with his distinctive long face, pointy chin, and black hair.

The Scooby-Doo artists were at least half-decent at caricature. If he was supposed to be Reagan, it would be obvious.

Yeah, that's more recently, though. It would have been unusual to see a cartoon from that era reference a real president.

Hanna-Barbara in particular was very concerned with making shows fit for syndication.

The Freakazoid/Animaniacs writing team was kind of unusual in that they were constantly referencing current events, though.
