This does not surprise me. I've watched every city I've been in up the popo count at the end of the month & I've known people in the agencies (cops). They have quotas & they have to meet them or lose their job. It is infuriating.

My thought as well. Like, did ye carry around an ID as a kid? Or even as a teen? Was a crap shoot at best when I was school. Usually only those who had their drivers license had one. I didn't get one until I was 18!
