The EU and UK this month unleashed a wave of sanctions on Russia's shadow fleet. Of the 343 shadow vessels I track, 318 are now sanctioned by the US, UK or EU, but overlap is still way too low. Only 43 ships are sanctioned by all three. Today's substack:
