The idea is to gamify combat so each PC and the monster gets a chance to be awesome (so at least 4 rounds).

Revisiting how I see monster manual entries. Hit points, and resistance/immunity or AC as flavor, are how long something lasts in combat against 4ish PCs. Each round it’s alive is 1-3 special flavorful attack(s).

Something I’d wanted to try as a D&D game; the BBEG is a 10+ year old quickling looking for elixirs, lichdom, ANYTHING to extend her existence. This tiny fey commanding armies of hulking monsters. If the PCs can just stall enough her hummingbird heart will beat its last.
