Absolutely! About 10yrs ago, I wrote a paper on the offensive weaponization of law and argued it can happen across regime types, it isn't an exclusive feature of consolidated autocracies. Discussants told me I'm trying too hard to generalize post-Communist cases, old democracies are safe.

I'm not betting on Max Scherzer turning back the clock tonight. He's given up 19 HRs in 85 IP. He's given up at least 4 earned runs in 5 of the past 6 starts. This does not bode well for him with these Mariners.
That said, there is always hope. And I do like a good movie narrative.

We’re amending the Criminal Code to help keep violent criminals and repeat offenders off our streets, and we’re introducing stronger sentences for auto-theft, organised crime, and home invasion.
