I wager they didn't prep the wall behind your bed before it was painted then. Given a bed was likely there before it, someone probably leaned against the wall often causing skin oil to transfer. That oil made the paint not stick completely causing what you see here

Yeah, what's on the other side could be an issue, or what's on the roof. Even in dry times, it's still warm out, there could be an AC unit leaking condensate.

Is that an outside wall? Sometimes moisture can cause it, sometimes poor surface prep can cause it. if the layer under it isn't also peeling I'd imagine it'd be the latter. It'd have to be sanded before repainting to remove surface contamination or oils.
