This would never work. It cannot be explained to the relevant EU citizens that their national government has a lesser vote for chronological reasons. Crazy!
It would also encourage such new member states to bargain exemptions like the UK had and e.g. Denmark has. This undermines effective policy.

Either you are a full member or not.
The way to fix the "hungary" problem is to go from veto to qualified majority vote.
I do not like the idea of second-rate member states.

To imagine what “russian speakers” think of Putin, imagine what I think of him—I’m from such region.

Both countries are culturally very similar and it seems that there's an unbearable cross-admiration which looks like "hate". But my grandpa (from Veneto) would literally refuse to have French wine, at least among others. I wouldn't be surprised of he would have it in secret.
In Italy and France, there doesn't need to be a special reason to argue about something. It's a habit, it's part of life as much as breathing, and, yes, even as much as - for older generations - wine and cheese themselves. Without factual basis of course.

(I'm exposed to Italian frequently.)
