Ya'll are missing the "in the state" part. States, counties, cities can determine who gets to vote at each level. For example, in my city you have to physically live in the city and be 16 or older to vote. No citizenship requirement.

It's a requirement for national elections, but not state or local. In my city elections, you only have to be a resident, meaning live in the city, to vote in city elections.
