A reasonable interpretation. My view is that Trump likes winners, and Mamdani came from nowhere to become mayor. Given that Trump's popularity is collapsing in opinion polls, he is hoping that some of Mamdani's golden lustre will rub off on him. Reflected glory etc.

I can see the attraction in using AI to populate a licensing document with as much standard wording as possible. Where it will fall over is integrating the thousands of pages of safety assessments, component technical data, manufacturing quality info. Engineers will have to spend months checking it.
