Hmmm, sometimes the evidence doesn't exist. Sometimes there's so much evidence it makes an investigation unviable. Sometimes it's not reliable enough to put in front of the jury. Sometimes it's too sensational to put on front of a jury because they will ignore the other evidence (yes, this happens).

Grayling was definitely a one-man continuous failure of governance. Don't see many govt critics with radical backlog clearing ideas, or even acknowledgement of the harm of delaying justice
