We have more than enough post secondary institutions and rents are coming down. If we had free college like they do in Quebec(which I attended) we would not worry about using foreign student funds to keep afloat.

Colleges will be closed if they had large foreign student populations, and that is sad for employees, but in a country of 40 million the new level of 1/2 million foreign students is not unreasonable.1/2
