Huh, I've seen the same signature used in correspondence with a known pedophile and pimp. How curious that the President of the United States Donald Trump happens to share a signature with someone who regularly colluded with a man who sold children for sex.

Okay he literally pulled this from Ian M. Banks The Culture sci-fi series, where there isn't carceral punishment per se, just a sentient drone that follows you around and zaps you if you do bad things. Problem is that that was fiction, and in reality, none of that shit works.

That is one, admittedly very compelling psychological reason, but from a practical standpoint - the government is currently mostly being used to effectuate massive corruption and a fascist takeover, so it doesn't seem to be in the public's favor to allow that to progress unimpeded.
