It's definitely Frankie's game. But he'll tell you, the composer Eric did a ton of the writing and they worked out a lot of the game's characters together. And a bunch of us helped revise and finish his amazing art designs

Also the still-mindblowing thing is that Look Outside was a small side-project originally made in a few months and refined over a few months more.
The dev's REAL game is Malison: The Cursed City, which has been in the works for OVER A DECADE. I cannot wait to see what that looks like when it lands.
