That’s by no means universal these days and there are scale maxima. The ‘rate for the job’ is the maximum. Which means anyone getting increments is being paid less than the rate. In many parts progression up the scale is performance related. And it’s not unheard of in the private sector, either.

Public sector wages lagged behind inflation for years. Real wages economy-wide have not grown for nearly two decades.
