Governments face important economic trade-offs in designing their naturalization rules
 
Setting restrictive rules on residence, income, language fluency, etc. they can generate strong incentives for immigrants to integrate and then “crown” only those who manage to do so…

Naturalizations and asylum applications are both on the rise in European countries. In 2021, in the EU:
 
• 827,000 individuals obtained citizenship (2.2% of the total foreign pop)

• 540 thousand individuals applied for asylum (adding to 2.8 million refugees already in the EU)
