Not to put too fine a point on it but blowing up boats in International Water and killing the people on board is an unjustified killing of a human being which is the definition of MURDER.
Murder is manifestly unlawful and those that order it as well as those that do the deed are guilty of murder.

I hate to quibble but what I think he really means to say is that we haven’t begun to contemplate what it means to DIE in those conditions. Very few will have the option to live.
