There's an easy peasy solution to all this.
Step 1: Republican majority in Senate votes to set-aside the filibuster. (They can do this on a simple majority vote.)
Step 2: Republican majority in Senate votes to approve the GOP/MAGA CR.
Bottom line: No D votes are required to re-open USG.

Fact:
1) GOP has 53 Senators.
2) They need 51 votes to change filibuster rules so they don’t need 60 votes for a funding resolution.
3) 12 days ago they changed those rules to confirm 40 some Trump appointees.
4) Allowing a shutdown is an excuse for stuff they already were planning to do.
