I agree, I feel like that money was used for other things and he is trying to cover his ass. OR the money is there and he's just lying, which would not surprise me either... Something strange is definitely going on though, that's for sure.

The decision effectively ends the administration’s attempt to push the Election Assistance Commission (an independent agency) to implement nationwide changes to registration procedures, even as the president continues to advocate for mandatory voter ID laws and the elimination of mail-in voting.
