Water bureau director Gabriel Solmer was also a Comms gal, hired by water cmmr Nick Fish in 2015 (Flint in news) to keep Portland Water’s excessive levels out of the news. Isaacs helped him/City prioritize a “big PR problem” over PWBs unsafe drinking water!
