Big fan of project thinking here. Any time I can organize a set of objectives into a milestone based plan, I can start to create leverage with systems and resources that accelerate those milestones. Granted, this requires clear, agreed objectives and available talent. That is assumed.

If true, then Denver should deny the permitting and failing that make replacing the water the problem of the owners. This is what I meant when I said $200m over 20 years was cheap.

$200m seems really cheap over 20 years. The city is going to need more to subsidize energy and water costs for residents before year 3.
