Our network analysis revealed two separate worlds:

Policy-driven banks are key to financing new Green projects. Limited overlap with commercial lenders, whose main Green co-financing is for brownfield Hydro projects.

Chinese SOCBs like ICBC could bridge these ecosystems - but haven't yet.

But can you trust LLMs?

We developed a practical validation approach, comparing multiple models against human evaluations on a 300-project sample.

Our chosen model (DeepSeek v3) achieved 91.8% agreement with human raters.

Using LLMs, we processed 18,000 project descriptions in 15 hours for $1.58. Less than a cup of coffee.

Traditional approaches: 1,500 hours and $22,500 (i.e., would not have happened)

This isn't just efficiency; it's expanding what's possible in policy research.

Key findings:

Despite "Green Belt and Road" rhetoric, only 5.8% ($86.5B) of China's $1.5T overseas lending went to green projects.

As policy bank infrastructure financing fades, co-financing remains resilient - but hasn't pivoted to green projects.
