I don’t think buyers are totally clueless about the risks. I think to a large extent people are assuming they will get bailed out of disaster strikes and that influences their decisions.

Definitely the case that the remaining 400-500 million rural Chinese are lower skill than the urban Chinese but if China were willing to invest more in mechanized agriculture they could pull tens of millions more of those those workers into urban centers
