Is a private foundation a different thing from a corporation here? It seems like Delaware would be the most important state to prohibit it.

I dont know if you can make it mandatory, but you could make it a requirement for receiving college tuition or student loans. Or make civil service a requirement for voting.

Mandatory 2 years of civil service for all 18-year-olds followed by a civics test as a requirement for voting.
