China has phenomenal high speed rail. Japan even has underwater HSR tunnels. Spain and many European countries too.

Other countries have high-speed trains that cover that distance nicely. "Hard to decarbonize" and "we haven't used the tools we have" are different problems.

Take IEA projections with a large dose of salt. They totally missed the take-off of renewables, particularly PV, and consistently overestimate fossil fuel demand. Not saying everything is fine, but IEA projections are one edge of the envelope.

It is a sincere question. I get his distinction between profit and control motivations — and an inclined to agree— but I think ascribing agency to capital is a category error.

I'm not sure I understand the distinction you're making between capital and capitalists. Capital is not a person so doesn't make decisions or have choices. Do you ascribe independent agency to the throngs of investment managers etc. rather than seeing them as mere agents of capitalists?
