Going back to the Monroe doctrine, the U.S. has viewed all of the Americas, but particularly Caribbean and Central America, as an extension of U.S. territory and treated it as a play ground to do whatever it pleases. Illegal orders, extrajudicial killings, war crimes, etc etc are the norm.
