Distortions... are a strange thing to explain... from what I know they're a process someone can undergo when their mental state just... shatters.
And they do happen... not as much as you'd think, more than I like.

Apart from Distortions appearing and the Library forming... not really. Most Abnormalities were either buried with the L Corp Branches or still in the library.
The City is really not a good place to live sadly, so they adapted quickly to whatever changes.
