He was promised asylum, basically safety from retribution for the acts he committed for the CIA, the US ... and Trump threatened to deport Afghans back to sure death for some.
I suspect this had less to do with the vetting, than it did Trump's threat to throw him to the wolves.

The money Trump has spent dragging innocents to foreign hell-hole prison camps, would have been far better spent doing what he promised, protecting us from criminals and lunatic terrorists.
Instead, he grants them pardons and asylum ... and on occasion, hires them to terrorize Americans.
