Tried a few oxone conditions...ultimately after trying tons of experiments, including collaboraring with folks from here & TPFKAT (the platform formerly known as twitter), we've concluded it's just a recalcitrant substrate!!

possible, but has not so far been terribly productive...we replaced the ortho methoxy (i.e. the one ortho to the oxidation site) with several things before getting our best result when it was H

...and I wanted to edit my first comment to add that we also see oxidation up to the naphthalene as another isolable product in some cases

in many cases we (and others to whom we have sent substrate) see very low mass recovery, so lots of bad things can happen!

several things...the isolable products include 3° carbon hydroxylation and quinone methide products, i.e. where the site we want to oxidize is becomes the methide carbon and the para OCH3 becomes a carbonyl.
