It's similar to The Finals, although they've stated on multiple occasions to be using AI for more than just voice work, and their Steam disclaimer is intentionally vague on this.

You should be held accountable for the product you have launched with. While yes, Early Access is good for feedback, but it is not your get-away-with-a-bad-product free card.
A product must be good and enjoyable for players as-is. Look at NMS. Terrible launch, fixed things up, now it's at Positive

We watched this one come together over time, and although the artist couldn't fully finish it to their liking, we loved the originality, the bold brushwork, and the beautiful realization of the city.

I can see why people recommended this one. A wonderful throwback to those '100-in-1' NES cartridges my brothers and I used to play back then - which I'm almost certain is the intent.
I haven't played them all yet, but so far not a single game in here feels rushed or lazy. Color me impressed!
