I'm sure there were plenty of negotiations over the past few weeks, even in advance of the proposed budget (and not just among the council civil service to get money by department.

Its a massive increase in the housing budget for one thing.

In recent weeks (all year if you've been paying attention), some of the metro councillors have been complaining loudly that rural councillors get a bigger GMA (councillor personal grace & favour slush fund) allocation to dole out.

I'd half expect to hear a whine about this.
