Earlier today a joke appeared on my feed prior to the conclusion of the budget. I am holding an inquiry into the early release of this joke and can assure readers that action will be taken to ensure that there is no repetition of this joke in future (possibly).

the emergency bill is here, and section 1 (5) gives it retrospective effect back to 1st April 2023.
There has been previous retrospective legislation at Holyrood (eg Damages (Asbestos-related Conditions) (Scotland) Act 2009) but this is highly unusual.

although there is only a limited use of jury trials already as the decision is purely with the prosecutor as to whether or not to initiate as a jury case (other than in treason, homicide, and rape) and there is no real call to expand the use
