I'm not sure exactly what the bounds of "the topic" are but I usually recommend Black Earth by @timothysnyder.bsky.social. It helped me understand how the weak states occupied by Germany throughout the war enabled the horrors of the Holocaust.

What is the basis for your "animals can learn to control neurons pretty much anywhere in the brain" claim? It's not passing my sniff test but maybe I don't know the literature here.
