No, they're not usable in-game, sadly. The IGC models are made and animated specifically for the cinematics they're in, so they dont have the animation range of a regular NPC.

The entire system is reworked, you don’t transmog specific items pieces anymore, you transmog an armor slot so anytime you change a piece a gear out it’s automatically transmogged. And you can swap between your outfits freely whenever you like without needing a transmogrifier
