Package popular court reforms -- term & age limits, ethics code -- with four new justices and call it a Fix to Restore Democracy. Narrative key is making packing an organic/necessary part of fixing (which it is).

right! or that laws can't be changed ! That congress and hte president can't work together to make alterations - that only the court can speak for the people.
