Do these people want to have user pays - sure, for some things they are incredibly happy with that. But they also want aesthetically pleasing cities without having to consider paying for them.

It's the kind of magical thinking that is behind the government's desire to cut jobs and social welfare without having to see homeless people in their favorite parts of the city
