This game is server-based even for save data. NFC cards act as ID to tell the game who's playing, to load their save.
This game isn't supposed to be outside of Japan, so custom servers are used.

It's actually kinda rare for me to go back and really revisit games from my childhood days, but a few days ago I got a fun YT recommendation. The PC version of Need For Speed: Most Wanted has essentially and finally been brought up on par with the XBOX 360 version.
