There're 3 scenarios going on when you see circling vultures riding warm air thermals. They're waiting for a Turkey Vulture to sniff out food & just killing time. Or they're searching by sight, or they are waiting for a larger, perhaps dangerous, predator/scavenger on the ground to finish eating.

This warms my heart as it reminds me of my frequent visits the Bolivar Flats Estuary across the bay from Galveston Island.
