In the end I don't think it matters all that much what his genuine beliefs are, I think it's good that he seems to be following what the public opinion is. I wish more of our state legislature would do the same

Definitely "common" among engineers. Here's a reference from NASA in the 60's history.nasa.gov/monograph45....
It was a joke I remember using in college when things broke. I suspect that SpaceX is the first to use it in large public press releases rather than in more private engineering groups
