It certainly is, but this is also a possible source - the sculpture "Thoughts and Desires" in Ariana Park at the UN Palace of Nations in Geneva. (I suspect the sculptor will soon be getting some phone calls asking where HE got the idea from....) az-art.gallery/en/mammadov-...

Fitting that our new National Security Strategy is basically cribbed from Camp of the Saints, the super-racist 1970s novel that is all the rage amongst contemporary fascists around the globe, like Steve Bannon.
