unlikely for precons, it's a pretty unfun card to face for new players because they (a) can barely do anything about it, (b) is absolutely THE reason they lost

There are definitely people who think that, but they are silly.

That said, we DO need to overhaul how prisons work (and how many people we imprison).

Part of that is making sure we get people who should be there, and part is releasing people who shouldn't - we have made errors in both directions.
